%X Water is a natural resource essential to human life and for the social and environmental balance. It is critical to understand and take care of its reserves and sources, ensuring their existence to society, environment and future generations. It constitutes one of the great challenges of the modern world to understand, plan, organize and predict scenarios able to monitor the water and environmental dynamic natural in line with the evolving human disturbance of the generated landscape by human intervention in the river basin scale, which, in turn, is subject to global, regional and local interactions. There are many instruments, laws and techniques used for this purpose. This paper proposes to design and develop a geographic information system and a geographic database by means of the support of free access computer codes integrable to a geoprocessing tool aimed especially to water resources and environmental monitoring. Under the methodological point of view, all public geographic information available for a given area are incorporated systematically, which allow, to a lesser or greater degree, characterize the physical elements for the planning and proper water resources management. A case study is developed to illustrate the results obtained by the geographical representation of data associated with a given watershed. The results show that the structural, dynamic and adaptive logic of the proposed system allows better to conform to the management process and decision-making in different cases and scenarios in addition to build geographical analysis based on collection, storage, retrieval, processing and visualization of different datasets.
